The historical development of labor relations has shown that the effectiveness of social dialogue and its results depends to a large extent on the freedom of the parties to the labor relationship to form their organizations, and exercise its activity without outside interference, therefore, there is an international consensus that the success of the tripartite, as the most important framework for social dialogue, dialogue should take place between legitimate and recognized professional organizations (trade unions or employers' unions), which are well represented and enjoy the right to exercise freedom of expression and independence.
