Abstract EN

This paper aims to consider the effectiveness of the exchange control system adopted by the monetary authorities as a preventive measure to avoid capital flight from Algeria.

Through an in-depth study and analysis of the Algerian case, we came to the conclusion that the strict regulatory procedures and measures put in place by the Bank of Algeria on currency exchange and on the movement of capital to and from abroad were unable to control this phenomenon.

This is due to the availability of a set of factors that impede the effectiveness of these measures, and among the most important of these factors are: loss of confidence in the national economy, overvaluation of the dinar and its instability against the reference currencies, expansion of the size of the parallel markets and their role in encouraging currency speculation, and discouraging investment, whether domestic or foreign.
