Small and medium enterprises are of great importance in the various economies of developed and developing countries due to their role in the economic and social development and economic growth through increasing employment opportunities and facing poverty and unemployment.

Algeria, as well as other countries, has supported various devices and government agencies, including the National Unemployment Insurance Fund, which not only insured the employees who lost their jobs for economic reasons, but also implemented the support scheme for the creation of small and mediumsized enterprises, in addition to entrepreneurial support guaranteed by the latter throughout the implementation of the project.
