This study aims at identifying the limits and problems of devoting the participatory approach at the level of the Municipal People's Councils, as the closest and most suitable base area for the participation of citizens and their involvement in the general strategy for the conduct of their local affairs.

In this study, we discussed the analysis of the foundations of the principle of participation in municipal law 10-11, and then the conclusion of the most important problems and obstacles to the path of the embodiment of the participatory approach at the level of the Municipal People's Councils.

Problems arise first in terms of the legal and regulatory framework of the principle of participation at the municipal level, which is characterized by severe shortcomings due to the weakness of the tools and mechanisms of participation, the lack of bodies and spaces for the involvement of the public in the making of local policy, as well as the existence of many of the problems of the nature of the process revealed Related practice, which is mainly due to the recent application of the participatory model at the municipal level and that the rules and principles of its implementation are not rooted in current national practice.
