حق المتهم في المثول أمام قاضيه الطبيعي أصبح حقا من حقوق المواطن استقر في أعماق الضمير العالمي و بات حقيقة مسلما بها و كفلته الدساتير الحديثة و المواثيق العالمية و الإقليمية و المؤتمرات الدولية بنصوص خاصة لما يمثله هذا الحق في إرساء لقواعد العدالة و إشاعة الطمأنينة بين الأفراد
Abstract EN
The right of the accused to appear before his natural judge has become a citizen's right.
It has settled in the depths of the global conscience, has become a recognized reality and has been guaranteed by modern constitutions, global and regional charters and international conferences, with special texts for what this right represents in establishing the rules of justice and spreading reassurance among individuals.
