Administrative cases became numerous and branched to a large extent, and became occupying the court yard side by side with civil cases, and there became a specialized judiciary to consider and adjudicate them separately from the ordinary judiciary.

And in view of the importance of the administrative lawsuit and the importance of the position of one of its parties, namely the administration, it has become one of the important topics that studies can deal with by research and analysis, and on this basis our research came as we showed in it the most important characteristics and advantages of the administrative case, and the difference in its nature from the nature of civil lawsuits in terms of differences in parties or The subjects or actions of each.

In view of the modernity of our administrative judiciary, the fact that the administration is a party to the administrative lawsuit constantly, the privileges it possesses, and the consequent necessity for the individual to initiate and attack the administration's decisions and actions if he touches his interest or suffers harm as a result of his actions from here it was necessary to clarify Restrictions related to the conditions for accepting the case, the dates for filing it, or related to the nature of some administrative decisions, and the last of these restrictions are procedural restrictions, and the latter are of great importance for the great role it plays in keeping the administration away from non-serious cases, which may negatively affect its work.

And the performance of this constitutional function on the one hand, and the lack of similarities in our administrative judiciary and the need to work on creating such restrictions, which are in fact organs that enter into the installation of the administrative judicial system, leading to an effective and influential administrative judiciary on the other hand.
