Legal security is one of the most important issues that concern States and societies, given the crucial role they play in maintaining the stability of legal centers, safeguarding rights in society, and being one of the most important foundations][ of the expectation principle, that all legal norms must respond to citizens' aspirations.

Considering that the taking of the legislature leads to peace and social security, the social characteristic of the legal norm is one of the main ways in which the principle of expectations is embodied by the fact that the legal basis should reflect the will of society and translate its particularities.
