Abstract EN

The Algerian legislator, through Presidentiel decree 15-247 has subjected the public market to an effective regulatory system for fear of violating the rules and procedures of its conclution.

We see its keen interest in controling, rationalizing and protecting public funds through its internal administrative control as one of the types of administrative control provied in accordance with the provisions of this decree,to reflect the principle underlying the organization of public transactions namely, the principles of free access to public demands equality, transparency ofprocedures and protection of competition in the pursuit of the principles of the rules of law.
