Abstract EN

This study aims to highlight the importance of integration into the international economy, review the concept of spending policy, the reasons for increasing expenditures in Iraq, and address the most important indicators of international integration and their impact on Iraq's spending policy-as public framework of international integration due to the increase in demand for goods and services produced in other countries, which creates pressure on public expenditures and this study acquires its importance based on the position that the subject of international integration occupies, especially for countries Developing countries, including Iraq specifically, Which is trying to catch up with globalization and adapting to the requirements of the new global economic system, and that the rise in foreign debts and their mismanagement, and the expansion of borrowing after the year (2003) from the International Monetary Fund in exchange for the demand for reforms that do not take into account the exceptional economic situation in which the country is experiencing, so that these debts become (installments + Benefits + reforms) a burden on the development process, as well as one of the problems facing the Iraqi economy that exceeds operational expenditures over investment expenditures, and the government must work to direct and rationalize public expenditures of the country, and work to reform the various public, because the end result of these debts is to pay them off with their benefits to these organizations.
