The dynamics of change that the Arab region has been experiencing since 2011 shaped a milestone in its political history.

Although the importance of its results on structure of existing political systems, the most important changing that researchers emphasize on, is the change and transformation of stereotypes of political culture wich replaced by a new political culture that has broken some of the fixed creteria in the context of relationship between citizen and power, which was based on fear and subordination, to a different pattern of culture takes the public space as an Starting point, and of freedom, human dignity and justice as slogans.

This article suggests that democratic construction cannot be institutional/procedural context only, but needs values of a new political culture holded by various actors in the Maghrebin political sphere
