A disabled child is a human energy in society and an integral part of the human resources available in society, and it must be treated with respect, informing him of his humanity and his right to express his opinion, and providing the best physical, psychological, social and educational conditions.

In all parts of the world, we find that there is a percentage of the population that is different from others in securing their needs, and this percentage is variable from one country to another according to the healthy development and cultural awareness in those societies.

This makes the family avoid being handicapped as much as possible.

Legislation has emerged that calls for the equality of disabled children with ordinary children in terms of their rights, especially their educational, health and social rights, and accordingly, the emergence of laws and legislation for disabled children in some Arab and foreign countries, came as a result of educational, health and social problems suffered by the disabled and their families.

In the field of care and education of handicapped children, we should take advantage of the experiences and experiences of some countries to choose what works in our legal and legislative systems to benefit from them in the field of caring and raising handicapped children.
