There is no doubt that the child is the weakest link in the family and community chain, so we find it easy to be exposed to the violation of his material and moral rights and not to fully satisfy them.

In this situation, the international community has moved to reject any violation of its rights through international declarations, protocols, conventions and documents, which have constituted an international legislative source for the protection of its rights nationally.

In this context, the Algerian legislator has adhered to and ratified international legislation by ratifying it, not only by enacting national legislation on children that protects it from the dangers it faces, and guarantees its fulfillment.

After more than 40 years of experience in the enactment and entry into force of the First Law on the Protection of Children and Adolescents under Order No.

72/03, the latter repeals and promulgates a new law No.

15/12 on the protection of children, followed by subsequent organization No.

16/334 Therefore, we propose this research paper to study the Algerian legal system of the National Authority for the Protection and Promotion of Children, as one of the mechanisms devoted to the protection of children at social risk.
