The legislation provides for the majority of Arab states that the child does not have criminal responsibility until reaching a certain age and these countries differ in the determination of this age, in general, if the majority of the states were gathered on the need to determine a more responsible minimum age, it also brings the need to take procedures in law.

the phenomenon of juvenile delinquency is one of the most important problems that the Arab countries are particularly affected, where the procedures governing the adult accused of a single event in terms of the investigation and the trial, and places the sentence of implementation, it was therefore necessary to unify the childhood age within the international organization for more care and protection of children.
