The objective of this study is to identify the strategic communication procedures undertaken by the Public Relations Department at the level of the Ministry of Public Works - in the management of the crisis crisis of the National Highway project, the effectiveness of the crisis management team and cooperation with the parties concerned with the crisis.

At the same time we try to identify the levels of qualification, experience, training, organizational and administrative position of public relations officials, the size of roles and responsibilities entrusted to them, and the extent of delegation and flexibility in the prevailing system when deciding on the roles of public relations Also, attention to such levels shows the extent to which senior management views the importance of public relations departments in achieving the organization's objectives and addressing any changes and risks that may occur.
