The algerian legislator has acknow leged to the administration its power to modify the administrative contracts in the frame work of what'scalled the annex in terms of public transaction.

on the contrary to the principle of contract stabilisation in force in private law contract, notably if we know that administration seeks from such contracts to achieve public interests.

Therefore, the legislator has spoken about the annex through article 135 of presidential decree n° 15-247 bearing public transaction organization and public space delegation.

However, recognizing this annex may lead to disputes between the administration and itscontractor, notably in case if the contract service overcomes the modifications limits legally provided; that'swhyit'svery important to entrench settlment garantees.
