The consequences of the increase in new criminality and its dire consequences on the individual and society and on the Algerian state security system required the legislator to establish a system of leaks to deal with serious crimes, mainly drug crimes, terrorist crimes, money laundering and corruption crimes.

Which is characterized by modernity in terms of legal treatment demonstrated the clear intention of the Algerian legislator to eliminate crime and interact with all developments of the international community in order to reduce them, and leaks the idea of the need to balance between the preservation of the personal rights and freedoms of individuals and the preservation of public interest in the shadow I legitimacy from a procedural standpoint, this legislator tried to set it and did not make it at all and this is the basis of the texts in the order of 06-22 m 24/12/2006.
