Abstract EN

Disability also known as persons with special needs is one of the particular concerns of contemporary societies because of its multiple educational and economical dimensions related to the disabled.

Therefore, the effects of disability is not limited to the disabled person but extend to his family and to the whole society, especially that it has an impact on various aspects of economical, social and psychological areas.

According to the UN estimations, the disability rate has reached 15%.

So, since the second half of the century, countries have provided legal protection for persons with disabilities, particularly in various international conferences to discuss different aspects of disability and sign of many international conventions that provide such protection.

In addition to domestic laws defining the State liability regarding the protection of persons with disabilities.

In this regard, many countries including Algeria and the European Union enacted laws related to the rights of persons with special needs and established mechanisms to protect them.
