National and international attention to the issue of the political empowerment of woman has increased, and the political participation of Algerian women has become very urgent, through the developmental, economic and cultural transformations which is taking place in Algeria, as well as the constitution of the political rights of women, and imposing the quota system in the electoral law.

However, the reality of the practice reflects the existence of political and social problems and dilemmas, and highlights the fact that the presence of women in different decision-making positions remains limited and does not reflect their competencies and capabilities.

Therefore, the Article 36 of the constitutional amendment 2016 is drawn up to supplement the constitutional founder's approach relating to the need to reach a society that respects women and recognizes its scientific and professional capabilities according to the equality principle
