The Algerian government is subject to prior parliamentary control, so it must gain the confidence of Parliament before starting its work.

Also, a mandatory follow-up at the end of each year regulates the work of the parliament via the presentation of a report on its general policy; to inform parliamentarians about the government's feat during the year.

The debate on the statement of the general policy is considered, for deputies, as the only occasion offered by the Constitution to make thegovernment accountable by the available constitutional means, that it is not to vote of the confidence of the demand the Prime Minister or to try to initiate a request for censorship and to vote by quorum.

We came to the important conclusion that the political responsibility of the government when presenting the policy statement is ineffective because it is limited by a series of complex procedural controls, which negatively affected the use of this control.
