Abstract EN

By the constitutional amendment dated back on March 6, 2016, the Algerian constitutional founder conferred to the President of the Republic the right to legislate by issuing ordinances in several fields and in specific cases defined by article 142 of the constitutional amendment dated back on March 6, 2016, and which have been set out in case of vacancy of the People's National Assembly, parliamentary recession, after the declaration of the exceptional case and on the occasion of issuing the finance law.

The constitutional founder imposes a series of conditions of form and substance to these cases in order to preserve the principle of separation of powers and to protect the citizen's rights and liberties.
