The research aims to diagnose the most important reasons that exacerbated the problem of poverty between the displaced and returnees, which led to the rise of poverty rate from 23% to 41% , which is twice what happened to the rest of the population of other governorates, This requires the need to develop sustainable solutions to the problem of poverty and follow up its implementation In the short, medium and long term, in order to achieve the goals and objectives of sustainable development 2015-2030, and the need to activate the legislation, policies, plans and programs developed by the central government and civil society organizations as solutions to alleviate poverty among IDPs and returnees.
