Today advanced societies saw scientifically and culturally significant and cognitive information and communication technology revolution, which led to a new economy ( knowledge economy ), which is key to the success of various countries in the world including Iraq can benefit from the use of information and communication technology revolution and attempt to bridge the digital divide between Iraq and user states, the challenges facing education in Iraq and the development of centers of research and study to become resources to accommodate the scientific revolution and technology and the development of Iraqi universities for being main tributary to become economic development in Iraq.
