If the states today, with their different political systems, live a stage of an overall review of the legislative system for the administrative reform, they undoubtedly will make their maximum effort for more approaching the citizen and meeting his needs.

The terms of reference of the local bodies, especially the municipality, are affected by the political, economic, and social data of the state where the mayor in the Algerian and Tunisian systems represents one of the main bases of enhancing the local development.

Also, the first responsible in the municipality represents one of the features of setting up the principle of democracy for doing his role with the legal and financial independence that allows him to realize it, especially that it is related to complex tasks that are filled with different fields and domains in economy, financial resources, society, culture, environment, and so on.
