These proactive supervisory powers are exercised through technical and legal tools to assess the environmental impact of projects, embodied in the study of the extent of impact, licensing and binding system within the framework of respect and embodiment of the precautionary principle, using the method of experience, testing and proof of the project approval.

The purpose of environmental feasibility is to measure the degree of environmental protection from any degradation or depletion of the environment.
