Abstract EN

The mutual control between the legislative and executive branches usually appears in the constitutional systems of the parliamentary system, which is based on the principle of separation of powers.

However, this separation is not a complete separation between the authorities of the government and therefore no authority may intervene in the work of the other authority, Rather, the aim is to achieve cooperation and balance between them so as to ensure the application of the rules of constitutional law.

For this purpose, the constitutional rules in the parliamentary systems of the legislative authority usually determine certain rights exercised against the Government and achieve their control over the work of the executive And their actions.

In return for these rights, which the constitutional legislator places at the disposal of the legislature, the constitution also makes the executive branch the meansthrough which it can influence the work of the parliament and its existence sometimes, in which the balance between the two authorities is achieved.

The parliament can not have the right to control Without the latter having equal means of defending itself.

The control of the executive branch over the legislative authority is the work of forming the parliament and the work of the parliament and the right of the executive authority to dissolve the parliament.

In addition, there are aspects through which the legislative authority supervises the work of the executive authority.

It may be reflected in the means and control procedures that parliamentarians have in the government.

Means the right to question and interrogate and present a general subject for discussion and ministerial ministerial responsibility.

It is clear that this method, if properly used, ensures that one or the other of these authorities does not dominate one another or exceeds the jurisdiction of the other, thus confirming that they are subject to the rules of the legislature and the executive.

And constitutional provisions, which in the end ensures the effectiveness of the constitutional rules and their application.
