E-management represents a cultural and cultural shift for societies.

It has become fast in allcountries of the world to become mandatory, as its scope of influence has expanded to include allpolitical, economic and social aspects, and from this standpoint and the importance of the topic andmodernity discussed the concept of e-government to highlight the objectives of e-government and therole that play in raising the level of quality and efficiency in the performance of government agenciesusing modern technologies and identify the most important strategic dimensions adopted in achievingstrategic success as the research starts from the problem There is no local assessment of the level ofe-government in Iraq according to specific criteria and can be indicated with the level of progresscompared to what has reached the countries of the world, therefore, was based on the analyticalnational approach in the study of publications provided by the United Nations to measure egovernmentand accordingly reached the conclusion that the degrees Iraq on the electronicparticipation index, which was issued by the United Nations as a complementary indicator of theevolution of e-government was low except for (2016), which indicates the progress of electronicparticipation in Iraq and this called for the need to guide ministries and non-related bodies TheMinistry and the authorities and governorates on the use of information technology more in theprovision of service to the citizen because of the impact of reducing administrative red tape and theclosure of corruption and better service delivery.
