Arabic Abstract

لاشك أن للبحث العلمي دورا هاما في تقدم الأمم وتطور الشعوب وازدادت أهميته في ظل التقدم التكنولوجي والتطورات المتسارعة في كافة المجالات والتوجهات الجديدة بالتحول نحو الاقتصاد الأخضر وتحقيق التنمية المستدامة، نظرا لمعاناة دول العالم من التلوث البيئي والتغيرات المناخية وتزايد الانبعاثات الكربونية والتصحر ونقص الغذاء والمياه وغيرها لتحقيق ذلك يناقش البحث ثلاثة محاور أساسية المحور الأول الاقتصاد الأخضر الأبعاد والتحديات والمحور الثاني البحث العلمي والتوجهات الجديدة بين الواقع والتحديات والمحور الثالث تجارب ناجحة عربية ودولية في مجال الاقتصاد الأخضر ورؤية مستقبلية.

وقد اتضح من نتائج الدراسة أن الوضع الاقتصادي في مصر والدول العربية قادر على مسايرة التغيرات والتحول إلى الاقتصاد الأخضر وتحقيق معدلات نمو مرتفعة، كما أوضحت الدراسة أن البحث العلمي لا يستطيع أن يقوم بدورة كقوة دافعة نحو التوجهات الجديدة في ظل ضعف الإنفاق الحكومي وغياب التنسيق والتعاون بين الجامعات ومراكز البحوث وقطاعات الإنتاج.

وقد أوصت الدراسة بتوفير الدعم الحكومي والخاص للبحث العلمي وتحقيق التعاون بين الجامعات ومراكز البحوث والمؤسسات الإنتاجية لتوجيه البحث العلمي لخدمة المجتمع ومسايرة التوجهات الجديدة، ووضع استراتيجية شاملة للانتقال إلى الاقتصاد الأخضر يشترك فيها جميع قطاعات الدولة ونشر الوعي البيئي والتوعية بأهمية التحول إلى الاقتصاد الأخضر من خلال الإعلام والبرامج والتعليمية في المدارس والجامعات.

English Abstract

There is no doubt that scientific research plays an important role in the progress of nations and the development of peoples, and its importance has increased in light of technological progress and rapid developments in all areas and new trends in the shift towards a green economy and achieving sustainable development, given the suffering of the countries of the world from environmental pollution, climate change, increasing carbon emissions, desertification, food and water shortages and others to achieve this, the research discusses three main axes, the first axis, the green economy, the dimensions and challenges, and the second axis, scientific research and new trends between reality and challenges, and the third axis, successful Arab and international experiences in the field of green economy and a future vision.

it was clear from the results of the study that the economic situation in Egypt and the Arab countries is able to cope with the changes and the transition to the green economy and achieve high growth rates, as the study showed that scientific research cannot play a role as a driving force towards new directions in light of weak government spending and the absence of coordination and cooperation between universities research centers and production sectors..

the study recommended providing governmental and private support for scientific research and achieving cooperation between universities and research centers and productive institutions to guide scientific research to serve the community and keep pace with new directions, and to develop a comprehensive strategy for the transition to a green economy in which all sectors of the state participate and spread environmental awareness and awareness of the importance of the transition to a green economy through the media programs and education in schools and universities.
