The world has witnessed the price of oil plummeting to below $ 50 since 2014, the oillicensing rounds have formed a burden on the public budget due to the large financialdues of international oil companies.

Iraq was severely affected by the plunge in oil prices, due to its lack of financialsurpluses, and at the same time it had urgent financing requirements, the most importantof which was confronting ISIS, which made expanding production through internationalcompanies and responding to their conditions the only option available to Iraq.
