The Department works to increase the efficiency of the work of its management on an ongoing basis, and does not have to do so during regularity of work and under the conditions and performance to achieve that goal, and in this area emerged late recruitment as a means of management to meet the need of specialists, experts and economistsBy appointing them as permanent employees in public administrations, even if they are at an advanced age or by contracting them for limited periods, especially for university professors and businessmen from the industrialists to work as consultants for a specific periods.
Iraq has realized the concept of delayed employment in more than one place.
To the conditions of years of professional experience to work in some jobs or through the use of the method of contracting with qualified experts.
