تقتضي علاقة الحكومة بالبرلمان أن تتأسس على إحداث نوع من التوازنات بين السلطات خصوصا بتقليص الفجوة و ردم حالة اللاتوازن بين الحكومة و البرلمان.
و لقد حملت مضامين التعديلات أو المراجعة الدستورية لدول المغرب العربي محل الدراسة جملة من التعديلات التي من شانها تحقيق هذا الهدف و التي تجلت في التوسيع من اختصاصات البرلمان و التخفيف من مظاهر العقلنة البرلمانية من أجل إعادة الاعتبار للبرلمان خصوصا فيما يتعلق بوظيفته التشريعية و خاصة في مجال المبادرة بالقوانين التي تعتبر في الأصل هي من وظائف البرلمان كصاحب اختصاص أصيل في التشريع و أن السلطة التنفيذية تمارس الدور التشريعي كاستثناء إلا أن الواقع الدستوري يعرف مجموعة من الإكراهات و المعوقات تتشكل بصفة رئيسية من سلوك و طريقة تعامل الحكومة مع البرلمان.
Abstract EN
The government's relationship with parliament requires that it be based on creating some kind of balance between the authorities, especially reducing the gap and bridging the imbalance between the government and parliament.
The contents of the constitutional amendments or revisions of the Maghreb countries under consideration carried a number of amendments that would achieve this goal, which were manifested in the expansion of the powers of parliament and the reduction of parliamentary rationality in order to restore the consideration of parliament, especially with regard to its function.
Legislation, especially in the area of initiating laws that are originally considered to be the functions of parliament as an inherent competence in legislation, and the executive exercises the legislative role as an exception.
