Abstract EN

The reason beyond the unite of labours was the international affairs in general and the extremism of capitalism in particular.

That unite invoked the labours to stand against the huge economical coalitions, which controlled upon all sides of life.

So a number of parties, associations and particularly some labours united again and have got a lesson from the first experience.

They founded the second labour confederation.

That confederation started from 1899- 1914.

It has four different historical stages.

This research presents four sections, and each section studies a definite historical issue of the second confederation.

The first section studies the collapse of the first labour confederation, the labour affairs and the control of the international capitalism upon the world.

The second section studies the emergence, the most important conferences and the basis of confederation.

The third section presents the various ideology inside the confederation.

While the title of fourth section is about the second labour confederation during the first world war and different important matters such as: the development of labour and its attitude from the first world war.

The Conclusions1- The labours do not get benefit from the first experience.

So they did the same mistakes.2- They have no free labour ideology, thus the effect of past parties and associations still controlled upon them.3-Though, the mistakes of labours in the second labour confederation, but they insured their existence, and that was insured by the attempts of capitalism to failure them.4- The labour realm should learn how to belong to one associations.

So this is the reason behind the failure of first labour association.
