The primary purpose of the existence of the administrative control authorities is the necessity to preserve public order within society, as it is a fundamental condition for the survival of the state, and a basic guarantee for individuals to exercise their freedoms, and the moral public order is one of the most prominent modern elements of public order, so the administrative control authorities enjoy protection against a set of administrative methods.

In this research paper, we try to shed light on it, and to determine the extent of its effectiveness in achieving this goal, in order to suggest mechanisms to correct it.
