تعد الشائعة الالكترونية إحدى نتائج الثورة الرقمية التي خلفها التطور المستمر لتكنولوجيا الاتصال و المعلومات في الآونة الأخيرةحيث تم استغلالها و بشكل ملحوظ بواسطة مواقع التواصل الاجتماعي من قبل العديد من الاشخاص للفتك بأمن الدول و زعزعة استقرارها.
و إيمانا من الدول بخطورة هذه الآثار و ضرورة مواجهتها كان لزاما عليها الاتجاه إلى تجريم نشر و ترويج الشائعات و هو ما أقره كل من المشرع الجزائري و المشرع المصري بغض النظر عن اختلاف السياسة الجنائية لكل منهما في سبيل المكافحة التشريعية لهذه الظاهرة.
Abstract EN
The electronic rumor is one of the results of the digital revolution left by the continuous development of communication and information technology in recent times, as it has been significantly exploited by social networking sites by many people to destroy the security of countries and destabilize them.
Believing in the seriousness of these effects and the necessity of confronting them, states had to turn to criminalizing the spreading and spreading of rumors, which was approved by both the Algerian and Egyptian legislators regardless of the difference in the criminal policy of each of them in order to combat this phenomenon.

La rumeur électronique est l'un des résultats de la révolution numérique laissée par le développement continu des technologies de la communication et de l'information, car elle a été largement exploitée par les réseaux sociaux par de nombreuses personnes pour détruire la sécurité des pays et les déstabiliser.
Soucieux de la gravité de ces effets et à la nécessité de les affronter, les États ont dû se tourner vers la criminalisation de la propagation et de la diffusion de rumeurs, ce qui a été approuvé par les législateurs algérien et égyptien indépendamment de la différence de politique pénale de chacun pour lutter contre ce phénomène.
