This research paper aims to study the nature of Islamic finance that is based on the developmental goals of these institutions more than focusing on profitability, and the possibility of real contribution to reducing unemployment on the one hand, and the extent to which small and medium enterprises in Algeria need this type of financing on the other hand, so we tried By diagnosing the reality of these institutions in Algeria and the most important challenges they face, then researching and finding some possible solutions to reduce these problems, by proposing two simple methods, for example with the possibility and ease of application, which are the method of participation and speculation as the most guarantee formulas for the success of small and medium enterprises, while creating The National Fund for Islamic Finance to support and develop small and medium enterprises, so that these institutions play the role assigned to them
