Algeria, like other countries in the world, has not been spared the repercussions of problems related to narcotic drugs and psychotropic substances illicit use and trafficking, expanded in the last two decades to include all social circles and groups in a remarkable, but very disturbing way, despite Algeria's involvement in international efforts to control the spread of drugs, by reviving national legislative and regulatory legal texts to keep pace with international requirements, establishing national boards that have initiated national master plans and strategies for drug prevention and control, consumer care and treatment of addicts.

This research, which aims to shed some light on the obligations of establishing these boards, assessing their outcomes, and identifying some of the factors that hindered them to carry out their tasks.

The research, subject of this article, revealed several findings, the most important of which are that Algeria has not succeeded in addressing problems related to narcotic drugs and psychotropic substances, despite all the efforts made by the public authorities, neither at the level of prevention nor the level of control or the level of treatment and care for consumers, especially addicts.
