In the framwork of the imperative to rely on electronic management practices in contemporary organizations, as governments seek to respond to the citizen's desire for better services, and keeping up with the global technological development in this field.

This study aimed at enriching the field of knowledge to diagnose the means entrusted with adjusting the approved foundations for identifying modern trends in conducting the affairs of local units in line with the requirements of society, this is through relying on the electronic management variable and its advantages to improve performance in the local administration, and studying the most important requirements for the application of this technology and the most important challenges facing the local administration in Algeria.
