The right to obtain information is a civil and political right which has a legal basis in international conventions, covenants and some constitutions.

It is essential for the functioning of democracy and the welfare of everyone; however, delivering the information is often complex and difficult process that requires ensuring equilibrium between public and private interests under a transparent government.

This aim can be achieved by expanding the participation, controlling and preventing corruption on one hand, and taking the right decisions on the other hand.

Currently; there is a global trend, especially in countries that aspire to further institutionalization and democratization to recognize the right to access to information.

Therefore, we can say that the realization of this right has become a necessity in the light of the information revolution, openness and technology thought establishing laws that define clearly the mechanisms, procedures and means of searching, receiving and sharing the information.
