Abstract EN

In light of the knowledge economy, and the development of information and communication technology, and the attendant impact on the national state’s functions, it has become determinism for public institutions in general, and Algerian in particular, to create and adopt contemporary ways and means, to meet these challenges, and ensure their survival in a changing world.

Perhaps the most important of these methods, is the method of administration by competencies, which is one of the modern approaches in the management of human resources, these competencies which are the key to administrative development, and the total abandonment of traditional work procedures, that are still followed by most public sector institutions.
