The current global crisis of the Coronavirus Covid-19 has shown that oil is not a resource for financing development, and its prices in the market are clearly difficult to predict.

It is a market that is not free in the traditional economic sense and is not governed by market laws only, at the same time, it is affected by a set of conflicting policies and strategies between the interests of the major industrial countries that consume oil and the developing countries that produce it, as well as between the bodies and organizations that represent each party.

Through this article, we try to find out the extent of the impact of the fluctuations in oil prices since2001 until the emergence of the global health crisis of the Coronavirus Covid-19 on the budget and how to prepare it during the height of the crisis, especially the health sector budget, after dealing with various aspects of the issue, we concluded that the recovery in oil prices since 2001 has led to an increase in oil revenues and thus an increase in budget revenues.
