Iraq's 2005 constitution chosen to have a two--chamber parliament : (parliament and a federal council) and our constitutional legislator was successful in that it was the most suitable system chosen for countries with ethnic complexity, and the two--chamber system was the best way to recognize the parliament, which led it to be not reasonable.

Although it provides the formation of a legislative council called the Federation Council in order to be part of the federal legislative authority alongside the House of Representatives, representing provinces and provinces that are not organized in the province, but the constitution made the second chamber (the Council of Union), which is supposed to balance a council of representatives, representing the provinces and the unregulated provinces in the province.
