Abstract EN

In this research we confine our focus to the broader shift that happened in the management and the public administration which has been defined by Osborne (2006) who outlines three models of public administration and management and, by association, their principal characteristics as follows: Public Administration (PA-statist and bureaucratic), New Public Management (NPM-competitive and minimalist) and New Public Governance (NPG-plural and pluralist).

In this sense, the paper examines and analyses the two last approaches (mentioned above) that have been developed in administrative literatures for the consolidation and the reform of public administration.
