Article 39 of the United Nations Charter has given the Security Council an almost olute discretion in adapting the cases presented to it; for it alone has the power to decide whether there has been a threat to the peace, breach of it, or an aggressive act.

Moreover, it has the power not to consider the situation as such without any legal restriction, except for the principles and the procedural rules of the UN.

Accordingly, the SC's positions vary depending on circumstances, like considering the threat to world peace according to its source and effects, in addition to other considerations.
