The opinion is diverged about the most important factors leading to the entrepreneurial event, so there are those whom linked it to the psychological influences and these individuals personality traits.

And others whom made by the economic and the social variables the principal reason of the appearance of another factor which is the environment or the region.

And they considered it as a pivotal dimension in determining the entrepreneurial activity, institution building and growth, that lead to the promotion of sustainable development.

In this paper, I tried to collect some terms and approaches that show the relationship between the degree of entrepreneurial activity and the establishment of institutions and the nature of the region in which it operates, and the degree of achievement of local development.

The regional entrepreneurial approach was built on the foundations of local economy.

The region may be either a motivation factor for the growth and development of institutions or a discouraging factor.

And that is according to its geography and natural resources.

In addition to the socioculture dimensions that are a fertile ground for learning, creativity, entrepreneurship and risk-taking.
