This paper discusses the nature of the concept of "cyber deterrence" and the controversy surrounding it, and provides a clear vision about the possibility of achieving deterrence in cyberspace.

And describes several situations of cyber conflict to illuminate and assess cyber deterrence problems.

The study concludes that, the difficulties in attributing cyber attacks to their perpetrators and the consequent potential for retaliation associated with them, we can say that the cyber field presents a challenge to deterrence mechanisms.

There is another opinion that establishes the failure of the known deterrence models in internet wars.

Deterrence with retaliation or punishment does not apply to these wars, as it is very difficult and often impossible to identify cyber attacks with high momentum
