This study attempts to research the problem of the content of democracy that researchers use as a clear content that approximates levels of intuitive knowledge, according to the writings of Sartori and Dahl, this consensus on this content becomes unavailable because the concept of democracy according to them was always known as linguistic significance and not as a sign of actual historical practice, and this is what makes the aim of the study is to rid democracy of these historical foundations that I carried with the contents It impedes its spread outside its historical and cultural context in which it was born.

The study reached the formation of several new concepts about the term democracy, as it is the rule of the people linguistically only, but in practice it is a system of governance based on representative principles that do not necessarily achieve the linguistic significance in the term.
