This paper examines the sources and tools of power in the Gulf states, and the shifts that have occurred in the types of that power over the past years, in terms of increasing interest in hard power, after decades of focusing on soft power, with a comparison between Qatar and the United Arab Emirates.

First, the paper briefly reviews the sources and tools of soft and hard power that Qatar and UAE have relied on in their Modern history.

Then it deals with detailing the hard power shifts and comparing them between the State of Qatar and the United Arab Emirates
