A specialized administrative body has been created that the Algerian legislator has called the mediator of the Republic.

And that is according to Presidential Decree No.

96-113 of 23/03/1996 establishing a new supervisory body, exercising external oversight of the administration's work, and preserving citizen's freedoms and rights toward mismanagement, whether centralized or decentralized, and second decree No.

197- 96 dated 06/06/1996, which defined the financial and human means and administrative structures empowered for this new institution.

In this way, the Algerian legislator has introduced a new control system in keeping with the international control systems, which he drew on from the French model affected by the Swedish model.

This new system used it for the Algerian system after the constitutional amendment of 1996, to be abolished after three years, i.
