Investment is an essential factor in achieving economic growth and contributing to development.

In this regard, Algeria is working to stimulate investments through the enactment of legislative acts, the conclusion of international agreements and the facilitation of administrative transactions and procedures, which are now more than necessary after the decline in oil revenues, as it represents More than 90 percent of the public revenues.

The 16-09 law of August 3, 2016, on the promotion of investment, is one of the most important legislations; It provides many provisions and privileges granted for investment in Algeria.

In this paper, we attempt to explain and clarify the most important privileges provided by Law 16-09 to encourage investment.

We also highlight the most important obstacles that still hinder the investment process in Algeria in order to contribute to finding possible and efficient solutions that increase Algeria's ability to stimulate investment and increase its competitiveness
