E-learning considers multiple ways to train and educate students, especially students who are interested in developing their knowledge and scientific skills quickly and inexpensively using Internet, smart phones and laptops as the goal in a flexible and suitable for student Educational institutions in terms of keeping up with the rapid development in the areas of education and raise the level of scientific knowledge of the student teaching and commensurate with the circumstances experienced by the student in the current situation.

In this research, we conducted a questionnaire about the constraints and requirements for applying this kind of education and the need to raise the level of students and lecturers at the same time increasing the desire to develop it through data obtained from the technical management Institute students/ Baghdad, studied and analyzed to reach compelling conclusions and satisfactory solutions to implement e-learning in Iraq.
