The information system function is the result of the diffusion of computer technology in companies.
The use of computer and digital technologies for day-to-day management has become essential.
Local authorities carry out a multitude of professions, each requiring specific applications .The appearance of ERP, the development of outsourcing, the emergence of the Internet, the arrival in companies of a generation born in the digital age ...
so many revolutions that are disrupting the economic landscape around the world, and from Algeria as well.
Algerian companies are also called upon to rethink their tools and, more deeply, their profession as well as the way of doing business in an increased competitive environment.
At the same time, the role of IT departments has changed dramatically, as has the role of IT "professionals".

La fonction système d'information est le fruit de la diffusion de la technologie informatique dans les entreprises.
Le recours aux technologies informatiques et numériques pour la gestion quotidienne est devenu indispensable.
Les collectivités locales exercent une multitude de métiers, chacun nécessitant des applications particulières.
L'apparition des ERP, le développement de l'externalisation, l'émergence d'Internet, l'arrivée dans les entreprises d'une génération née dans l'ère numérique… autant de révolutions qui bouleversent le paysage économique du monde entier, et de l'Algérie également.
Les entreprises algériennes sont elles aussi amenées à repenser leurs outils et, plus profondément, leur métier ainsi que la façon de l'exercer dans un environnement concurrentiel accru.
Dans le même temps, le rôle des directions informatiques a profondément évolué, de même que la fonction des« hommes métier» de l'informatique.
